ABSTRACT
The Economy Ministry prepared official announcements regarding
the need to acquire a license to be able to import second-hand
clothes. The decree will introduce license and a minimum
import limit of 20 tones of second-hand clothes. According to
Henryk Ogryczak, undersecretary in the Economy Ministry, the
Ministry doesn't plan to segregate importers but merely o
civilizeo the second-hand clothing market. Apart from an import
permission issued by the Main Inspectorate of Environmental
Protection (GOIS) that was required before, the importer will
have to apply for an import license issued by the Economy
Ministry (valid three months only). It is possible that the
import of used clothes will be banned altogether after 2002.

According to the Main Statistical Office GUS, 1998 imports into
Poland of used clothing was worth USD 42 million (over 77
tones). Germany was a major used clothing supplier (USD 28.2
million) followed by the Netherlands (USD 5.5 million), and the
U.S.(USD 1.6 million).

There are three used clothing categories imported into Poland:
sorted, initially sorted, and non-sorted clothing. Import of
sorted used-clothing is not limited or controlled in Poland.
These clothes are the most expensive as foreign sorting plants
include their working costs. Import of initially sorted
used-clothing requires a permit issued by GIOS. Import of
non-sorted used-clothing is prohibited by GIOS. This category
of used-clothing is usually smuggled into Poland. The majority
of Polish companies purchase initially sorted used clothing
(that remains after selection from toys, shoes and other second
hand products). Importers of sorted used clothing must provide
sorting and stocking facilities and are controlled by sanitary
authorities.

During the period of 1993-first quarter of 1999, GIOS issued
60,000 import permits for sorted used clothing to 80 importers.
The last permit is valid until 2002.

Polish clothing manufacturers have required import limits for
used clothing for many years. They blame the second
hand-clothes importers for the crisis in the Polish textile
industry. They also claim that sales of used clothing decrease
demand for locally produced clothing. Importers of used
clothing say that there is a large, well-established used
clothing sector in Poland. There is also a developed network of
second hand apparel shops that offer cleaned and ironed products.
