ABSTRACT With a total population of 8.5 million, a per capita income around $ 500 and unemployment rate above 55 percent, Haiti is the poorest country of the Western Hemisphere. Textile is the main Haitian Export with 46 factories working as contractors for US firms and all raw material used in the textile industry field comes from the United States. In July 2002, the Haitian Parliament passed a law to create a Free Zone Area in a small Haitian town called Ouanaminthe, located on the Haitian and Dominican Republic border in order to boost the Haitian textile industry.
The main leader of this project is aÊDominican Republic Company specialized in textile, called Groupo M .
The new trade legislation voted by the Parliament gives incentives to companies deciding to establish a factory in the textile field on the Haitian Border. Fifteen years income tax exemption is given to any firm and thereafter tax will be imposed on only 15 percent of the base income for the first year. From the second to the sixth year, only 30, 45, 60 and 80 percent, respectively of the base income will be taxed.
The new legislation was voted to boost the Haitian Textile sector and takes advantage of the Haitian export textile quotas, that is not fulfilled especially whenÊWTO, in January2007, will no longer permit textile-importing countries to apply quotas. Therefore, the foreign textile manufacturers may be interested in importing from Haiti sinceÊthis countryÊmay also apply for its status as a Caribbean Basin Initiative member.
Groupo M intends to produce t-shirts and pants. The cutting of the material will be done in Dominican Republic and the sewing, finishing and final shipment will be done in Haiti. Groupo M projects to employ 700 Haitians for the first two years and 16,000 ten years after. According to Haitian Business Sector, this project seems very "lucrative" for the Dominican Republic Group, when everybody knows that the minimum wage in Haiti is between $ 1.2 to $ 2.2 a day and $ 5.0 in the Dominican Republic.
