ABSTRACT The present report summarizes the most important facts about the Mexican textile industry.
Since 1993 (the year before NAFTA came into effect), bilateral trade between Mexico and the United States has increased 212.21%. Since 1999, Mexico is the United States second largest trade partner (considering total trade operations) displacing Japan, China, Korea and Taiwan. Mexico has increased its share in total U.S. imports from 6.8% in 1993 to 11.16% in 2000. The growth rate of Mexican exports to the United States has been greater than its average growth of exports to the rest of the world.
The imports of textiles have doubled in the last three years. Fabrics imports have increased 122%, with an average annual growth rate of 30%.
The sector comprised by the industries of fibers (natural, artificial and synthetic), textile, apparel, and textile made-up has shown a great competitiveness and dynamism during the last years, especially after the advent of NAFTA. This sector has been one of the manufacturing activities that has grown the most, at an annual rate of almost 13% from 1997 to 2000. This sector ranks second after metal products, machinery and equipment, that includes automobiles, automotive parts, electric and electronic industries. In 2000 Mexico sold US$10.23 billion in textiles and clothing to the United States, representing a 117.21% increase over 1996.
Mexico has increased its share in total US imports of textiles and clothing from 5.3% in 1993 to 13.69% in 2000. Today, Mexico is the third supplier to the U.S. after Canada and Japan.
When comparing the figures given by INEGI of 1993 and 1998 we can see that Mexico is concentrating more on apparel activities, especially in garments, since the number of persons employed increased almost 17%. This partially explains the deficit of fabrics for the exporting apparel industry
The United States is the largest foreign market for Mexican textile and apparel products. From January to September 2000, 95.3% of total apparel exports and 70.97% of total textiles were exported to the United States.
Textile and apparel production is mainly located in the central and northeastern part of Mexico. There are other states emerging as important textile and garment production centers, taking advantage of their geographic location and competitive labor force. These states are Guanajuato, Michoacan, Morelos, Tamaulipas and Yucatan.

Imports of textile products have had an annual constant growth of approximately 24.7%. The most important imports are for the in-bond industries, representing 75% of total imports. Among the top imported products are fabrics, both synthetic and artificial fibers, and cotton. The modernization of the textile industry has continued since 1997, with the improvement of the economic situation and the reactivation of the industry. Over the past years, the Mexican textile industry has invested over US$1.7 billion in modernization and expansion.
